An effective bedtime routine relies on repetition and predictability: the same steps, in the same order, every night, send baby a clear signal that sleep time is coming, which helps their brain physiologically prepare to fall asleep.
A typical routine might include a warm bath, a gentle massage, getting into pajamas, a song or story, then a feed, all in a dimly lit room. The idea is to keep things calm and gradually reduce stimulation.
